We the people know the current President could stop this border crisis right now but he refuses to. We have had to wait 3 yrs and if we have to wait another 11 months to get a new President that will secure the border then so be it. If Congress feels like they have to create another new law then make it one that completely repels illegal entry and give severe penalties to anyone that breaks or assist in the breaking of that law.
