It seems like Turner is resorting to scare tactics to instill fear of Russia and discourage funding for Ukraine. However, it's important to recognize that this "old-tech" is actually a nuclear battery powering a satellite, not a bomb. Similar to the New Russian Armata tank, which was hyped as a threat but turned out to be unreliable, much of the post-Soviet era Russian tech is riddled with corruption and has suffered from a decline in expertise since the fall of the Soviet Union.
