We need to find a way to override the House and Senate leaders absolute power to control bills reaching the floor for voting. It should not be easy but there needs to be some way to do that other than political pressure (because those leaders are party leaders who have powerful defenses from political pressure within the government.) Wide spread voter pressure is too hard and too rare.
