New Orleans recently had to rescue some 600 senior citizens from assisted living complexes over concerns over “emergent threats to life and health.” Now officials and the Archdiocese of New Orleans, which manages the majority of those buildings and did not grant NBC News an interview, are dueling over who is to blame.
