NATO has slowly been breaking its agreement with Russia, acquiring countries neighboring Russia one after the other, who under the agreement, were banned from joining NATO. Just like the Cuban missile crisis, no neighboring states to a country are allowed to be occupied, or allied militarily with an opposing force.
NATO is headed by USA, so no, Russia is not going to allow Ukraine into NATO.
