It's supply and demand. More dollars chasing fewer goods causes what appears to be inflation. If you want to decrease inflation, you have to contract the money supply. Give fewer loans to the government and to businesses, or raise the interest rates on those loans. That's all you have to do. If the FED just took a vacation on accepting promissory notes from the government, the money supply would contract immediately, but no one's going to do that because there's too much money to be made just as things are going now.
