If Putin is reckless enough to use chemical or biological weapons then that is a red line and the allies need at least to set up a no fly zone in Ukraine. Russia has no right to be in Ukraine and they ought to run the risk of being chased out by the USA and its allies. Moreover sanctions would be increased and be made permanent.
