People are doing more and more crap like this so they can upload it on YouTube, and the like. I wonder whether he just didn't have enough height to fully deploy his parachute. 23 stories isn't the high, and I doubt it is anywhere near high enough to deploy a back-up parachute.
My understanding is that you have to be falling at 75 mph or something like that before you can open the parachute for the parachute to actually work, but it takes time to reach that speed. I am assuming that you don't have a lot of time between reaching that speed and hitting the ground.
