Read the rule instead, biden lies. It is illegal to transfer a homemade gun to anyone except your hiers in a will or trust (check w/ATF as I did). The rule says dealers must serialize homemade guns when transferred to them, but it is illegal to transfer homemade guns to dealers. Tadaaaa.

The ONLY problem with this is an executive order is purely administrative, it has no real force of law unless congress passes a law that gives it force. The ATF can change the definitely of a receiver but only to a point. Currently that definition is anything over 80%. The problem here is that anyone who finishes an 80% receiver currently and legally must serial it and register it on an ATF Form 1, not to do so is a felony. So again we find people breaking the law and how this fixes that who knows? I am an 07/SOT manufacturer of NFA firearms.
