I once used a rubber band to turn a propeller on a hand held airplane. Traveled around 70 feet with the wind at my back from the garage roof. Landed in my neighbors driveway. What the secretary meant is that 1) there are many non-combat vehicles used on bases that could easily be electrified and 2) it may be worth experimenting with combat vehicles b/c electric vehicles have a significantly reduced heat signature which, theoretically, makes them harder to find and attack. Electric vehicles are also more powerful than those powered by fossil fuels.
