Yes stats can be manipulated. Years ago i worked in a business where one night somebody stole a $1,000 typewriter out of an office. The Chicago police came to take a report and classified it as “Theft of lost or mislaid property" rather than a straight theft that would be reportable on FBI stats. This would not be creative report writing, this would be a top down policy to underreport for the entire city.

Hell yes crime stats like any other stats can be manipulated. If there's not enough police to handle all the calls, a city will have a lower crime rate. Some areas are only responding to specific crimes due to staffing. No police report or charges = no crime stats

The FBI itself manipulates crime statistics. I remember when they redefined the Washington DC metro area by including the 10 surrounding counties, most of which are wealthy suburbs. Magically, the official DC crime rate plummeted as a result.

Stats are always manipulated becasue people ignore history, science, logic, and reality. For instance "mass shootings" and "children killed by firearms" these days. They ignore that both of these categories are high because of the impact on children in gangs along with gang violence. This is also why the black population has such a high violent crime rate. However, thr progressive pushes the idea that it is only firearms are the problem.
