I've heard that super yachts cost about 10% of the sales price per year to maintain. Worst thing you can do is not use it because it will have mechanical and other issues that wouldn't occur if it was used. It's the same with planes.

Sanctions does not mean you get to steal assets belonging to a foreign nation state or their citizens. That is actually an act of war. They can respond by seizing one of your oil tankers or cargo ships. So taking a Russian oligarchs assets is not a very good idea.
Charles, if the owner were not on a global sanction list, he or she would have stepped forward by now to claim ownership and sail the boat away.
