If that would've been shot down over land from 60,000 feet with a missile the electronics would have disintegrated more on impact. So maybe there was a better chance of recovering critical elements intact with a Water landing? Maybe should've just shot some holes in it for a gradual slow decent on land instead of blasting it and let it drop.
