In any and all cases, a sensitive document may only be legally viewed in a SCIF area. The acronym SCIF stands for 'Sensitive, Compartmented Information Facility', an area designated for the physical control of such documents. Any removal and transport/viewing of the material in such documents may only legally occur, after the requesting party signs his or her initials to the document, in an ink-stamped blank space, where the initials of the requesting individual are placed, ALONG WITH THE DATE THE REQUEST IS MADE. I am saying here, that the individual, who became legally responsible for the viewing and subsequent handling/transport of the document, must ALWAYS be present on that document. If Joe Biden signed the initials space, his initials would have to be present on the related documents. The same consideration must apply to Donald Trump. Such clear, initial evidence, with a clearly indicated date of occurrence, are key pieces of evidence for the routing of a sensitive document. Transparency and accountability demand that such evidence must remain in public view, even if the actual, sensitive material cannot be viewed in the public domain.
