When a company is enjoying a special tax break and is being permitted to have their own police force that may or may not align with operating by same regulations for other police forces then there is nothing wrong with saying we have put an end date to those special considerations.
Yes, it has been common for special tax breaks to be given to large businesses when they move to an area, but those considerations are not normally forever. They are normally there to help reduce the cost of startup in their area.
