In Sakha, about 70% of the locals are indigenous people or First Nations. They lead a tough life, facing extreme low temperatures and relying on cattle, like reindeer, for survival.
Now, in the video, it seems like a local indigenous woman or a child, whose husband/father is away herding reindeer, captured the footage. The personal who took the video probably didn't have a gun and definitely didn't want to risk her/his life with an angry bear.
It looks like the video was taken in a temporary settlement, where a small group of local herders stay in small mobile homes in the wilderness. The dogs you see in the video are most likely semi-feral and stick around to increase their chances of survival. They aren't personal pets.
The video is heart-wrenching, but the good news is that the puppies managed to hide under the mobile home and stay safe while the bear was distracted.

Yeah that wasn't defending really was kind of like temporarily distracting for a couple seconds. Luckily the puppies instinctively got the hell out of there in the couple seconds they had. Owners were doing what most humans do nowadays when there's anything going on in the world they just record. I know it's a bear, but they were ready to record it biting right into the puppies killing them. I know if I care I wouldn't want to record something so tragic. Nothing the owners could have done not prepared in any way for a bear. Sounds like they have a lot of dogs should have some big scary dogs to actually DEFEND

Seems more like a motion tracking camera than someone holding a phone or camera. Watch how it follows movement and how smooth and quick the transition is. There's no way anyone would be able to do that especially with a bear within a few feet.
