The only countries with any moral right to impose sanctions on Russia are countries like Switzerland and similar who have not invaded another country for let's say a century or at least since WW2. So, certainly not USA, UK or NATO countries that are now embarrassing themselves with their hysterical reactions to an invasion. Which, on top of everything, they heavily contributed to. ❗❗
