Utility sales should have a graduated profit tax. The higher their profit, the higher their tax. The idea isn't to build a government from taxes, it's to provide utilities for the people of the country. Fuel companies shouldn't be able to make 25% PROFIT just because other prices are getting higher.
WINDFALL profits are the sign of greedy company executives who are part of the problem. They feed greedy politicians, so people have to pay too much for fuel/energy AND they still pay the politicians (taxes).
