The legislative branch is discussed/created in the first Article of the constitution. This article has the most exhaustive explanation/definition of our rights and responsibilities. Our congress has abrogated these responsibilities to the executive and judicial branches of government. The last president tried to restore the legislative branches role and was crushed by the media and the executive branches bureaucracy. This is the source of all of our problems.
