I worked as a commercial fisherman and on charters.10 knots (about 8.6 mph) is ridiculously slow. It's about as fast as the better than average speed a trained athletic male can run over a course of a few miles. To smash the 4 minute mile, you would have to run a consistent 13 knots, something only about 1,700 people have done in all of human history. The first lobster boat I ever worked on was an old wooden waterlogged leaking Novi and it could do 15 knots ( about 13 mph). it took FOREVER to get anywhere. If you cut the engine you'd stop within 300 feet. To get another perspective, Think about how slow that is, have you ever driven through a school zone where the speed limit is 15 mph (13 knots)? Which is faster by 3 knots of the proposed regulation.
You should go slow enough that you can avoid a collision, Obviously.
Government is got way too big
Splitting hairs and semantics. It's about trying to save the right whale in the Atlantic. No science are you kidding. They've done plenty of studies and found that whale strikes are a serious problem and are contributing to the demise of the right whale. I'd rather save an endangered whale than worry about some recreational boat and whether they can go fast or not. You would think someone who enjoys the beauty of the sea would have a little respect for it's inhabitants.
