Governor DeSantis– I propose a $1,500 to $3,000 surcharge on hotel rooms for residents of the areas shown by Sheriff Judd's cards. That way once they leave, an emotional/moral autoclave and/or exorcism can be performed on the rooms they rented.

No officer of the court, at any level, can make a decision on whether or not to prosecute as long as there is evidence of the law being broken. However, a subset of We The People Of The United States, namely the jury, can decide if the law itself is unjust, if the charges are maliciously motivated or the law is not in accordance in this particular case. That process is called Jury Nullification.
Nullification of any current law is not the province of the judicial system. It is in the hands of the people selected for jury duty to decide if justice is best served by a Not Guilty verdict despite the fact that the defendant is demonstrably guilty of breaking the law.
