I disagree with Moulton’s implication that Biden could have reversed course by rejecting the Doha agreement without suffering consequences. This was an agreement, no matter how poorly conceived and executed it was, was, nevertheless, an agreement between the US government and a foreign entity. If Biden reneged, how will US credibility be judged by friends and foes alike when it has already been so sorely damaged by the previous administration (who withdrew the US from the TPP, JCPOA) ?
