Paul Butler, Albert Brick Professor in Law at the Georgetown University Law Center, and Jason Johnson, president of the Law Enforcement Legal Defense Fund join to discuss the police training necessary for dealing with citizens with known mental health issues. Rebecca Brown, director of policy for the Innocence Project, talks about the challenge of “wandering cops.” Howard University Chief of Pathology Dr. Roger Mitchell says violence is viewed as a public health issue.

  2. the only ones who don't agree what the problem is are cops themselves (the one who tried hardest to muddy the waters was johnson – prez o' law enforcement legal defense fund) ! this country has a long history o' hiring the worst candidates to do the job o' protecting and serving the public, and these individuals have gone on to create gangs within precincts all across the nation, have threatened their own if they don't keep their mouth shut, etc. it begins with the hiring, continues through the training and ends when legitimate accountability for abuses helps restore public trust; because it wasn't the public that created this historic level o' distrust – that was perpetrated by all the bad 'apples' AND the walls o' blue silence by all the 'good' ones !

  8. So how are these so called gaurdians suppose to stop criminals who can be violent, aggressive, life threateningl, etc. ? Cops are more disrespected today than ever, and yes these men and women
    deal with war type situations all the time and guardian relating is stupid. Of course, most cops feel compassion and care for the people they serve. To show only bad cops in media is plain wrong. Seriously? Domestics are some of the most dangerous calls to go to. Alot of social workers are gonna get killed going to these so called mental health calls. While we are debating a whole lotta criminal behaviors are terrorizing citizens. Discouraged by this conversation. Cops cannot be held liable, if they follow protocol, period. Sometimes people die and using racism as the only reason is disengeious. Most cops are not racist. The problem is poverty, crime, drugs, etc. just like it has always been and many poor happen to be black. Get rid of poverty, drugs, joblessness, homelessness, and hopelessness get rid of complaining about the police, They are just scapegoats. Divesting in the middle class and poor has caused this plain and simple and the rich get private security and don't care. Corrupt government officials, superpacs, and the ability to pay to play has helping the ultra rich get richer which will continue until we stop it. How much money does the 1% want? All of it? Who will clean their pools? The policing issue is a red herring and our middle class have to deal with lack of safety based on a false narrative. Not saying there aren't bad cops but you can't make it so they can't do their job and protect innocent victims or enforce laws.

If you want to be in law enforcement, to protect the community, pre screening, psychological testing to rule out PTSD, concussions, personality disorders, ongoing training in communication and deescalation skills, mandatory drug@, including steroids and high testosterone levels, and alcohol testing like the DOT, improved mental healrh support for officiers and their families.
    Improved public health care…good luck with that. The criminal justice system is the biggest dispenser of mental health care, tens of thousands of mental health services only make referrals…there are no services for care, mandate clinically verified treatment. Being referred to a faith based treatment recovery program is useless, they do not provide a bio psychological social approach to care, services or treatment.
    Change the laws. Quit throwing 20 year sentences for drug procession at people while the traitors , con men, grifters , embelzers, white collar criminals get off or keep the investigation and court battles tied up for years. Good Luck.

  21. Blue code of silence is the problem. Use a different word for the same problem with getting rid of or doing something about disruptive and corrupt congresspeople. It's just that simple people. The reasoning is they don't want to expose their constituents because the rat will also get ratted setting in motion a domino effect and the entire system will collapse for the fact that they all do corrupt underhanded and illegal stuff.

    This is true. A large percentage of Americans (mostly white) are just fine with the racial profiling, police brutality, shooting suspects because they “thought” they saw a gun, because they know that this behavior is almost entirely directed towards people of color. Another large percentage of Americans (also mostly white) don’t really like that behavior, but they also don’t really care, because again, it’s not directed towards them.

    All of those people benefit from a system in which people of color are targeted by the police, removing them from economic and social competition, benefitting the protected crowd. So asking those folks to try to dismantle a system that benefits them (or at least causes them no problems) is an uphill battle. Why would someone intentionally make their life less convenient for the sake of someone they’ve never met?

  28. Can You imagine a Nurse at the Hospital working on You or Your Loved Ones – with only a High School Degree and some on-the-job training.?? They are Guardians. (And Police are often paid more than Nurses.!!!)

  29. This comes down to money. U. S. Congress needs to pass 'Reparations Act' for all Black people born before 1990 and 'Money For The People Act' for ALL Americans and Immigrants who have worked for 10-years or more and who have a valid social security number. Crime would go down and shooting would decrease dramatically withing 6 months because poverty would change instantaneously. I discuss this on my YouTube channel videos. It will happen when Americans take charge and vote in people who will pass the laws and Acts that we want. We have to stop arguing with each other first. Starting with Donald Trump!
