There is a trick. A justification for any gun control law is "for public safety".These two parts have nearly nothing in common. So why "for public safety" is not used to protect 2nd A? Just take any mass shooting case to make statements stronger. Tell that people were killed simply because they have no chance to protect themselves or been protected and make a law that will obligate everybody who is in public place such as theatres, parks and bla-bla.. to have a gun to be able to protect themself and others around.
