Capital Police Chief advises DOD that troops will not be needed. Later in the day after further review and assessment of security threats the Capital Police Chief acknowledged that radical groups will be intermingled among capital protestors attending the rally and that violence could not be ruled out.
January 4, 2021,
Capital Police Chief determines that National Guard troops will be needed for added Capital security. He then begins the process for acquisition of these troops by advising the sergeants at arms of both houses and Nancy Pelosi and Chuck Schumer, lead members of both houses. The Chief's request is denied by Pelosi.
January 5, 2021
Washington D.C. Mayor Muriel Bowser writes a letter to the Department of Defense stating that National Guard troops will not be allowed into the city thus refusing Trump's offer of added security for the capital.
The DOD stands ready regardless.

In his speech to the attendees on that day Trump acknowledges that the rally will "Peacefully and Patriotically" march to the capital and let their "voices be heard".
During the four days of Jan. 2–Jan.5 Pelosi and Schumer and Bowser could have hardened the security of the Capital by utilizing the National Guard made available by the Trump administration. Instead they rejected the troops and were derelict in their duties to the Capital, the members of Congress and the American people.
