None of them are getting paid? Good, the Congress is a bunch of crooks as it is. And, if one has to "wrangle" votes, that just sounds like another form of corruption, or out here in the real world "quid pro quo" where most folks get fired. I think the idea that government is functioning in other parts of the nation just proves how much these clowns in the Congress are really needed. The Founding Fathers never meant for there to be professional politicians as it was. They were supposed to serve for a couple of months, and then, go home to their real jobs and be with their constituents. Not go to Washington to get perks and benefits on the taxpayers dime.
