Smart and intelligent move, IMHO. As a blue-voting independent, I have more respect for Speaker Mike Johnson. He may have some extreme religious viewpoints, but he also likely understands that an all-or-nothing approach to averting a government shutdown won't work with such a polarized House. He likely wanted to first pass what could pass and then work on the more challenging issues later. Furthermore, the holidays are near, and it ties into religious practices for many. Avoiding a government shutdown before the holidays was also a smart move. And lastly, emotions are so high regarding the Israel-Hamas war that putting funding on the table for any war would only make the polarization worse and emotional responses worse, given these times. Also, Israel is in much better hands financially and militarily than Ukraine, so avoiding a vote on that while the world waits and sees what outcomes will ensue regarding the Israel-Hamas war is a more calculated and intelligent move than an emotional one. This helped to focus on what could pass on a bipartisan level, which left the remaining polarized issues for after the holidays.

Once Johnson knew that he could get Democrat votes, I bet you he told the Republican conference that if they needed either for their conscience or for their constituents that they needed to vote against the stop gap measure, they should fill the Liberty to do so. That's just speculation, but I imagine something like that. This is not the same as what Kevin McCarthy was doing, speaker Johnson actually has a plan in place that he has already begun to act upon and this particular stop gap is narrowly tailored. We are on a path to fiscal sanity for the first time in a long time.
