Cal has always been broke.Nobody out there knows how to run a state.Some states people put there hands in the cookie jar.
That way they can try to get more federal tax money. Money from federal taxes shouldn't be spent at the state level. States should be forced to handle their own or go under. Someone living in FL shouldn't be paying taxes to support another individual in CA nor should the person in CA be paying for those living outside their own state.
