If you look at Biden's speeches on Youtube he was fine 10 or 15 years ago. He gave an excellent speech renominating Barack Obama in 2012. I think the big decline started about the time he finished as VP in January 2017. And from 2020 on it's just been a steady decline – something like a melting ice cube.
