had every congressman voted freely, Nancy Pelosi would have gotten just a little more than 25%, if she got a half from the Democratic Caucus. But once a party picked a leader, the whole party would vote for that person, hence the majority party guarantees the speakership, even if there are internal oppositions to that nominee. I am guessing the Republicans would do the same. But I am not 100% sure about it. Each congressman can cast his vote freely.
