This was likely the action of a disgruntled subcontractor who became angry for no longer being able to illegally store highly flammable crates under the interstate. Seriously, the homeless are very, VERY unlikely to be responsible for this. City inspectors and officials are also accountable for allowing such a reckless practice to continue for so long. The crates and other debris were VISIBLE to drivers who commute this stretch of the I-10 everyday. This should have never even been POSSIBLE! It’s causing total chaos in this vital section and the effects are felt even beyond the city.
