In the 1800's, we had no 'income tax'. The Federal government was 'limited' in their ability to abuse the masses.
The system started to change with the Civil war, a war brought upon our nation by the 'industrialist'(billionaire class today) and their 'Progressive' politicians which came from the former 'Whig' party and formed a 'new' Republican party. The 'money men' then went and bought the Democrat party approx 1890.
