Why is no one looking at this as a criminal conspiracy, the corruption and the cover-up? The statute of limitations for a conspiracy tolls until the last overt act in furtherance of the conspiracy. That could conceivably allow them to charge decades-old crimes if they were part of the same conspiracy.
