He raised the debt by 186%..in 8 years by tax cuts to the rich…GWB, 101% for WARS.in 4 years..Obama, 74% for the Economic Stimulus Act of 2009, in 8 years..DJT, in 4 years, 33.1% for tax cuts.. Biden in one year so far, 5.6 %…The bottom line is all Republicans, except Bush Jr..raised the debt limit the most by rich tax cuts..Bush jr. was Wars…Obama and Biden has been Stimulus money……

When interest rates increase. The goverment has to pay more. (For the debtors who helds the goverment bonds)
They can increase taxes, introduce budget cuts. Or as in this case borrow more money.
If they borrow more money. They put more money into the system. So the inflation will go up. To counter that they have to raise interest rates.
So the goverment has to pay more. They are in a cycle.
