People got tired of the USSR and China supplying hardware and personnel to operate the hardware (missiles, aircraft, guns, tanks) etc in Vietnam, Korea and many other places. The US is just supplying weapons, not men or a 'mission'. At the very least it 'proves' the hardware in realistic battle conditions, improving the breed in case it does actually become a face-off with NATO, or a US/China conflict. Thus saving US lives in the long run.
