If they want to make sure that nobody can claim fraud, they need to have policies in place to make sure that fraud does not happen! If mail in votes, sit around until the day of the election is completed, there is the chance that people can slip votes in. If that is not the case, how did they keep the balance safe until they need to be counted, and how do they keep the people who are guarding them from introducing fraudulent ballots? Voter ID counting when you get the ballot and other forms of verification, will prove there is no fraud. If you have no verifiable means to prove there was no fraud, everyone is going to expect fraud! It's simple logic!
How it's "supposed to work "? Well, that's something new. When we had analog machines and simple paper ballots, late counts were rare, and unacceptable. Now with advanced technology its the new normal?
