The 1974 Congressional Budget Act already requires a deliberate budget process. The issue is that every since Congress passed it, they have ignored it. We don’t need a new way to declare a “rules package.” Anything less is criminal. What is back-asswards about all of this is that they passed a 1.7 Trillion spending bill and then spent 4 days debating who will lead the house rules that include spending control. I guess that’s for the when the next bill gets debated.
