What we have been experiencing is not true MMT. The idea clearly states that RETURN ON INVESTMENT is a key component of the concept. Every program or money spent needs to be analyzed and appraised under that rubric.
The Godfather of MMT will tell you that careless application will create inflationary environment and that is what happened.
