If someone is incarcerated and they are working they should be payed on a sliding scale based on what their committed crime is and their sentence length up to federal minimum wage. People who are given life sentences should be able to gain merit based upon their behavior and constant community service, payed nothing, but earn time off their sentence based on how much good they do for society. Those individuals should also be closely monitored for no less than 5 years and provided steady employment and further rehabilitation services outside.
