There are physical and regulatory obstacles to conversion of office space to residential. It’s a very logical repurposing idea, but not all that simple. Lastly, lots of folks don’t want to work amid the decay in the cities.

With the drugs, homeless, rioting, and looting going on, why would people want businesses in the city?
"Unless we push people back into the office." Here is the type of guy, and the real reason, they want you back in the office! You need to pay their bills! They want you there to cover that rent baby! Who cares if you have to give up hours of your day to commute in bumper to bumper traffic!!! Get back to where the cameras can focus on you!
Commercial real estate has over build for decades even for the good econ we had pre-Biden. In our area new buildings were put up and older buildings vacated. So it was just spreading out the # of active businesses not really making more econ or jobs. Only so many customers! And don't confuse the artificial raise in recognized income because of stimulus' and Fed hand-outs. But they did and likely will continue to do.
no wonder the commercial spaces are empty: San Francisco became an open honey bucket, plus crime, taxes and inflation equal california.
