"no eviction" laws amount to an illegal seizure of property. Those cities / states need to be sued.
If I were a land lord in one of those jurisdictions I wouldn't pursue additional tenants until the laws were fixed. I'm not highly leveraged so it provides security and flexibility. If it couldn't be fixed you just sell and get out.
