From a military point of view, achieving the mission objective takes precedence over everything else. So, if the Ukrainian soldiers are dum enough to enter the city or conduct operations in or from a city, without notifying and urging the civilians to evacuate, the Russian army can treat the city as a legitimate military objective and can target anything.
The civilians knew that the Russian army is approaching and will attack the city and they should have evacuated the area. If they don't or won't it is their problem.

Ukraine needs air defense systems and jets so they can establish their own no fly zone. Increase domestic oil production in western nations. Russia Middle East and China are rigging the price of oil on the west as a form of economic warfare. Never end the sanctions on Russia until they remove Putin and disarm and deactivate all their nuclear weapons. Then the rest of the nations can do the same.
Anti aircraft rockets can take out helicopters but not bomber jets or artillery. Migs can take these weapons out. Missile guided systems can also help to take out bombers and artillery. Ukrainians are probably conserving the jets they have for now.
Use a private entity and the open seas for the fighter jets to operate out of. Use a private military and give them a decommissioned naval aircraft carrier or something similar. This way no nation is involved. Until the jets enter Ukrainian airspace the Russians couldn't act on it.

Russia is setting up a narrative that will allow it to use chemical or biological weapons. Putin's strategy is always to blame your enemy for what you are about to do.
Russia is claiming the US developed biological weapons in ukraine. This makes no sense militarily, why would the US develope such advanced and secret weapons outside the US.
The Ukrainians are not likely to use such weapons on its own soil. It is far more likely that Russia wants to use chemical or biological weapons to attack the people hiding in the underground shelters. This makes a lot of sense, as conventional bombs are having difficult in penetrating these shelters. Putin has tried using thermobaric vacuum bombs without much effect. The advantage of chemical weapons are they kill people without producing the collateral structural damage that thermobaric bombs produce. I expect Russia to use nerve agents and then blame the resulting contamination on leaks from US/ Ukrainian labs or storage facilities.
Russia has a history of chemical and biological weapons development, it was the weapon of choice in the assassination attempt in Salisbury England.
