There is no excuse for any politician at any level of the U.S. government to have served 9-terms in the same office as he has, absolutely none, the same 2-term limit rules for the presidency should be applied to all or no more than 3-terms. This is why our GOP politicians have become so arrogant and continue to feel their entitled just as those in British Parliments as Royalty and that their above all laws, which they are not, only Dictators.
