One very key difference between nuclear weapons and AI is that nukes require a full-on state infrastructure to produce them. In contrast, AI can be developed on anyone's computer. Granted, the most advanced AI algorithms require multiple computers and terabytes of data. But again, technology marches on and these could very well be the specs of a personal computer ten years from now.
