Civil engineers should be held accountable for failed systems that can't tolerate a storm, they're not that unusual. As an electrician we don't get any room for mistakes which become apparent when property or human life is lost. I wish others had to abide by such strict standards, as we may all be affected.
Just wait … the EPA will be coming around soon to declare all these places “Protected Wetlands”, Ponds and Waterways/Watersheds.
