That's how this kind of privilege works. The rules don't apply to certain people because, in their minds, the world owes them for all the perceived "wrongs" the rest of us have been alleged to have done. Imagine an entire minority segment of the U.S. population that has been raised for several generations to believe they are the perpetual victims of the rest of the population, even though they cannot point out a single specific instance as to where and when they themselves have been personally oppressed and suppressed. This is what you get: the rules that apply to the rest of us do not apply to them.
What a dolt, broad could not stay drug free until all legal troubles were past. Sad.

If they gave drug tests to people in the prosecutor's office, and the police involved etc then it would be a story.
