Tickets wont always prevent anything on the individual level, if someone is gonna violate traffic then they will do so. Where Traffic tickets actually help is on the majority level, most people tend to drive safer if it wont cost them money. In short, its a fear tactic

It looks to me like the cop was making an unlawful stop. I live in texas and ik the laws are different in mass, but honestly, the cop got what he had coming. He should have gotten the plates and filed a warrant for an arrest if it was that big a deal.

"Driving erratically" means that a cop wants to pull someone over, but has no legitimate reason. That cop shouldn't have been standing in front of a running motorcycle. It's his own fault. The poor motorcyclist was probably just terrified of getting shot.

Unfortunately I don't see a lot of information of the cops side on this or the other video. It seams to me that the cop approached this situation poorly. I blame shitty training and bad overall cop culture. Criminals will be criminals, we can't control that, what we can control is how we deal with them. Based on the videos, there was no proper communication from the cop, no attempt of deescalate the situation, and an overall violation of someone's rights.
No lights, no sirens, no signals or commands for him to pull over.
