Musk knew there were troubles but couldn't put his finger on them. After his offer, info was brought out. He rescinded his offer and the press actually covered a lot of bad stuff, causing TWTR to do a lot of repairs. Musk can now buy the company at the price he wanted to originally, without having to pay for the repairs. Sounds like a plan.
