Are we going to glaze over the fact that the woman left her children in a running car? That would be neglect. I have 4 children and when they were small, one baby, one toddler, and two under 6, they always went inside with me no matter what. Much to their chagrin. Make an example of that mother to ensure other parents don't leave young children in their cars.
