The U.S. military is monitoring an unidentified balloon flying over the western U.S., according to two officials and a defense official. After the balloon was spotted over Utah, NORAD sent fighter jets to the area and determined it was not a national security threat.

If we shot it down as soon as it was detected, that could show exactly what our response and detection time is. I'd do that if I was testing the waters to do something else.
However to let it completely fly overhead and over the entire coast is not smart either. Waiting until it's away from civilization and then shooting it down whilst on land is the best option, this way nobody knows when it was actually detected, and we can piece together the debris. If there's any way to bring it down, whether that's with cloud seeding "chemtrails" or whatnot, we would be able to analyze the balloons keeping the items intact.
Like… spraying water on a regular balloon to get it down from the ceiling.
